Annie "helping" her father install a new toilet. Yes she did wear that outfit to Lowes and Yes, she is very upset they couldn't find a pink toilet. It turns out Lowes stopped carrying those in the 1970's. 
I never thought I would be the mother who's child looked like this... but she does... quite often.
